Milwaukee was chosen as the location for filming, despite the fact that it had a plot based in Cleveland. As extras, locals were recruited. Ward claimed that Cleveland was experiencing union problems. Milwaukee was the first choice for the makers. Cleveland would have been a better choice because Ohio has tax incentives. Milwaukee, however, did not seem out of place thanks to Ward.
